On the basis of a General Cooperation Protocol between the University Carlos III in Madrid, Spain and ICEL a Global ICEL-Secretariat has been established. The Secretariat is headquartered at the Pascual Madoz Institute of Spatial Planning, Urbanism and Environment, which is part of the University.

The Secretariat is located in the Luis Vives Building at Calle Madrid 126, C.P. 28903, Getafe, Madrid, and is co-directed by Prof. Montserrad Abad Castelos and Prof. Teresa Parejo.

The Secretariat serves as ICEL’s main administrative office and coordinates all the activities that ICEL develops globally, as indicated by ICEL’s Bureau and in collaboration with ICEL’s Representatives.
